First some programming notes

3 years ago I did a Google search “OPEC historical capital expenditures” knowing full well that I wouldn’t find much.

But I did find a book titled “Genie Out of the Bottle” - World Oil since 1970.” by M.A. Adelman HERE.

And inside that book on page 268, there is a table that looks like the following:

My eyes were immediately drawn to that footnote.
